Sheriff Rochelle Bilal

Sheriff Rochelle Bilal leads the Office of the Sheriff for the City and County of Philadelphia. A 27-year veteran of the Philadelphia Police Department, where she served in units that focused on sex crimes and drug trafficking… Sheriff Bilal is the first elected African-American woman in the 181-year Philadelphia Sheriff’s Office history. Additionally, she is the department’s first-ever elected woman. Sheriff Bilal formerly served as Secretary of the Philadelphia Chapter of the NAACP and is an advocate of criminal justice reform and encourages community engagement and outreach with her office. Sheriff Bilal is a lifelong resident of Philadelphia.

Councilmember Jamie R. Gauthier

Jamie R. Gauthier represents West and Southwest Philadelphia as the 3rd District City Councilmember. Since assuming office in 2020, Councilmember Jamie Gauthier has fought for her constituents’ right to live with dignity and remain in the neighborhoods they’ve called home for decades. She is the only elected official in the City of Philadelphia with a planning degree, offering her a unique perspective on various social and economic issues. Councilmember Gauthier’s agenda prioritizes creating and preserving affordable housing, combating gun violence, empowering young people, connecting residents to family-sustaining jobs, advancing small businesses, and investing in community-based assets like our Recreation Centers. Additionally, Councilmember Gauthier has led the charge to enact a more robust local response to the gun violence epidemic. In 2020, she authored a resolution, unanimously supported by her fellow Councilmembers, that called on Mayor Kenney to declare gun violence an emergency. A graduate of Central High School, Councilmember Jamie Gauthier received her undergraduate degree from Temple University and her Master’s in Urban Planning from the University of Pennsylvania.

Natasha Seng


Natasha Seng serves as Program Manager of Community Health and Outreach for Susan G. Komen®. Before her work at Komen, Natasha worked for Publicolor, a not-for-profit that empowers students facing immense life challenges through a multi-year continuum of design-based programs.  In addition, Natasha launched a digital health tech startup for youth in 2020, co-envisioning a behavioral journey that supports better prevention, treatment, and general health and well-being beyond behavioral health. Natasha holds a dual Masters in Industrial Design and French Philosophy from Tulane University and recently earned her MBA focusing on Impact Entrepreneurship. Speaking four languages she says, “some are a bit more rusty than others”… Natasha is a true New Orleanian and loves Mardi Gras and impromptu dance parties.

Dr. Minnie Moore-Johnson

As the Founder and CEO of Concerned Parents, Inc., Dr. Minnie Moore-Johnson has spent her life serving others and has dedicated herself to those who need her help. Throughout her more than 40-year distinguished career, Dr. Minnie Moore-Johnson has received countless awards and recognitions for her lifetime achievements. Her Thanksgiving Dinners for Seniors became legendary in 1968, and in 1988, she was recognized by the Smithsonian Institute for serving over 25,000 Seniors. For ten years, the Pennsylvania Prison Society used the services of her organization, Concerned Parents, Inc., to provide community service opportunities to the Prison Society’s clients. This prompted Dr. Minnie to return to school to understand better the criminal justice system and the struggles of the people she was helping. Once at Temple, she became a Life Skills Educator and eventually a Job Developer at the Pennsylvania Prison Society to help find employment and other benefits for ex-offenders. Her work on the Pennsylvania Prison Society’s Re-Entry Service Project created the only certified Job Development course at Temple University offering training in various ex-offender programs. In addition to this, Dr. Minnie provides services to troubled youth ages 15-24 through the Philadelphia Safe and Sound Youth Violence Reduction. Her accomplishments in the service of others give people an actual role model to look up to.

Dr. Deshawnda Williams

Dr. Deshawnda Williams is a passionate scholar-practitioner in Clinical Social Work and Special Education. A practicing Social Worker who facilitates as an independent Behavior Specialist, she has worked in mental health for many years, delivering Family Focused Therapy and attachment-based Therapy with Children, Adolescents, and Families. In addition, Dr. Williams has worked on evidence-based treatments with adolescent clients having a wide range of emotional, behavioral, and adjustment issues. She is certified with the state of Pennsylvania in Functional Behavior Assessment. Having served more than 10,000 residents in Philadelphia, Dr. Williams holds a Master’s in Clinical Social Work from Tulane University… she has put theory into practice as a social worker working with families, children, women, and men impacted by grief, gun violence, domestic violence, homelessness, incarceration, foster care, and unemployment. She holds a Doctorate in Ministry from Palmer Theological Seminary and uses her missional views to help others embrace their spiritual awareness and commit to their social and emotional healing.
